Probably the closest thing to Wallander/Luther in tone and darkness is the American series 'Justified'. A federal cop who managed to escape the dregs of rural American life gets dragged back into it, this time on the other side of authority. Season 2 is airing now in the States. Another dark show that recently ended is 'Rubicon', that one is more spy/intrigue than police/crime.
