I do not believe this

My little dispute is really going to hell in the proverbial handbasket. 

The Seller refused to negotiate through a PayPal dispute, so I filed a PayPal claim. PayPal immediately denied my claim, saying they only cover delivery-related claims (?) I checked the User Agreement and it says they do cover 'Item Not as Described' claims. So I called PayPal. The agent (who was trying hard to help) said those claims are only covered when the transaction involved Ebay. Huh?, I says, this was an Ebay transaction. She checks. Nope, she says, our system shows I was billed by a third party and no indication that it was Ebay. I had paid through an 'Ebay invoice' sent by the Seller, so I'm baffled. She suggested it may have been an invoice doctored to look like it was from Ebay, rather than the real thing. Anyways, PayPal can do nothing except note the dispute in the Seller's account. 

Ebay had previously referred my claim to PayPal because I had paid through PayPal - I went back to Ebay and refiled, entering payment as a 'personal check' since it was an ECheck, albeit via PayPal. I added the 'non-Ebay' characterization to my complaint. Waiting to hear from Ebay now. Also contacted my bank, because it was an Echeck I can't file a complaint with VISA, but I can through the bank. They're sending me a legal affidavit to complete so they can open an investigation against the Seller. 

BTW - the Seller is JJ Gifts & Collectibles, in Philadelphia. A Power Seller, if you can believe that. I strongly recommend never dealing with them!
